Even the best writer becomes word blind after spending days writing a bid.
The problem is the public sector evaluator only has the text on the page and is not privy to all of this background thinking. The only way to truly see what the evaluator does is to have the proposal evaluated by an independant evaluator who has not been involved in the writing process.
